York Regional Police’s Staff Sergeant Jason Diplacido & Staff Sergeant David Ghaznavi Awarded the 2024 OACP Excellence in Information Technology Services Award

(London, ON) – The Ontario Association of Chiefs of Police (OACP) is pleased to announce that Staff Sergeant Jason Diplacido & Staff Sergeant David Ghaznavi of York Regional Police (YRP) are the recipients of the 2024 OACP Excellence in Information Technology Services Award.
This award is presented in recognition of the accomplishments of police agencies who have used/leveraged technology in the development and introduction of a significant change that proved to be “a game-changer” for the organization and/or the policing community.
This year’s recipients, Staff Sgt. Diplacido and Staff Sgt. Ghaznavi, worked with Senior Director of Corporate Security Alfonso Adamo, Acting Director of I.T. Benny Zheng, and Kim Wheaton on a comprehensive organizational rollout of a new police digital note-taking app called Intelligent Mobile Patrol (I.M.P.).
S/Sgts Diplacido and Ghaznavi worked more than 30 hours per week of their own time since February 2022 on top of their regular assignments to ensure that all YRP frontline officers are trained on digital notes. They developed the training materials plan and assisted with configuring the frontline suite for the digital notes. As of November 2023, all frontline YRP officers were trained on digital note-taking apps. By the third quarter of 2024, all investigative units will be on eNotes.
The I.M.P. app was developed in collaboration with sworn members of all ranks, who provided guidance on features that would best suit officers across YRP. The app was developed after extensive research to identify a vendor beginning in 2019 and culminating in selecting Digital Mobility Inc. (D.M.I.).
I.M.P. can be accessed on both Smartphone MDTs and on CF-33 mobile workstations, as well as network laptop and desktop computers. The app also features a web-based admin portal for supervisors.
Police Digital eNotes (IMP4) features includes the following:
- Integration with current CAD and R.M.S. systems
- Improved Operational efficiencies in the note-taking, storage and collaboration with the Crowns
- Better transparency in note reviews and privatization by Supervisors and Professional Standards Bureau units, respectively
- Elimination of the purchase of notebooks and a reduction in future operationally related expenses
- Elimination of storage spaces for physical notebooks
Innovation and the effective use of new technologies benefit police organizations and police personnel. The work of S/Sgts Diplacido and Ghaznavi are having a significant and positive impact in the effectiveness of police officers in working smarter and better and helping to keep their communities safe.
