At this year's Leadership Forum, the theme, "Growing Future Leaders" will provide Ontario police professionals with a strategic approach to leadership that prioritizes specific goals, values, and behaviors, by leading self, leading teams and leading communities. This concept is particularly relevant in law enforcement, where leadership impacts not only the officers and staff but also the community they serve.
Intentional Leadership is essential in maintaining public trust, ensuring officer well-being and effectively serving the community.
The Leadership Forum is a learning opportunity that allows Ontario police personnel to discuss, explore, and exchange ideas on areas of mutual concern/interest in law enforcement leadership and administration. This forum addresses practical, operational issues and provides participants with the tools to deal with organizational leadership challenges. Whether you are a member of a senior management team or middle management team, this is your opportunity to engage with your fellow police leaders on some of the most critical, contemporary policing issues today.
The program features discussion areas on leading self, leading teams, and leading community from subject matter experts and current police leaders.

Wissam holds a PhD in Strategic management and is a winner of the “Excellence in Teaching” award. Over the years, Wissam has designed and delivered numerous training programs for major companies all over the world, including the United Nations, Koodo-Mastercom, Chevron-Philips, and MasterCard, among others. He currently teaches leadership and strategy at the Schulich School of Business in key graduate programs.In 2016 he received the prestigious “Excellence in Teaching” award at the American University of Beirut for his impact and inspiration on the executive, graduate and undergraduate students. Chief Mark Crowell has been a member of the Waterloo Regional Police Service since 2001 and is the Service’s 7th Chief of Police.Over his career, he has served in areas including Neighbourhood Policing & Investigations - Patrol, Intimate Partner Violence, Communications, Special Victims - Sexual Assault, Administrative Support - Records, as the Executive Officer to the Chief of Police, and as Deputy Chief of Police.He has a Bachelor of Arts degree in Sociology and Canadian Studies from Wilfrid Laurier University and a Master of Arts degree in Sociology. He also has a Ph.D. in Sociology from the Department of Sociology and Legal Studies at the University of Waterloo.Mark has been a Board of Director member for Supportive Housing of Waterloo (SHOW) and is currently a board member for Habitat for Humanity Waterloo Region. He has also served as a community volunteer with Out of the Cold and Food4Kids Waterloo Region. |

Appointed Chief in May 2021, Chief Frank Bergen is responsible for one of the largest major municipal law enforcement agencies in the Province of Ontario.Frank is a long time Hamilton resident and has proudly served communities as a police officer for over 39 years. Prior to being sworn in as Deputy Chief with the Hamilton Police Service in April 2018, Frank spent 36 years with the Toronto Police Service where he was recognized as a progressive leader in policing, with a reputation for treating people in a fair and equitable manner. Frank brought those qualities, together with his commitment to improving community safety, crime prevention and customer service, to Hamilton where he oversaw both Operations and Support during his tenure as Deputy Chief. Best described as an operational man, Frank believes in working closely with community partners to achieve his goal of improving the quality of life and safety of residents in the City through a process of building trust and turning challenges into opportunities. Frank has been married to Anne Marie for 32 years and they have two daughters together. |

Chief Duraiappah began his career with Halton Police in December 1995. He served in a variety of assignments throughout his career including front line policing, specialized investigations and Diversity and Community relations. He was promoted to Deputy Chief of Halton Police in 2015 leading front line policing, community mobilization as well as innovation and technology.In October 2019, Chief Duraiappah was appointed Chief of Peel Regional Police. Chief Duraiappah arrived with a mandate for change and the strategic goal of becoming the most progressive police service in Canada.Chief Duraiappah is committed to the safety and well-being of the community he serves, with one of the primary focuses being mental health and seeking multi-sectoral collaborative partnerships to reduce risk in the community.Chief Duraiappah is a Board of Director for the Canadian Association of Chief’s of Police (CACP) and is a Past-President of the Ontario Association of Chief's of Police (OACP) 2022/2023. Chief Duraiappah is also the Canadian representative on the Board of the Major Cities Chief’s Association (MCCA), which is a professional organization representing the largest cities in the United States and Canada. He is also an executive of the Criminal Intelligence Service of Ontario (CISO).Chief Duraiappah is heavily involved in the community and sits on several volunteer Boards, including the Runnymede Healthcare Centre, SAAAC Autism Centre, the Community Safety Knowledge Alliance (CSKA), and the Canadian Police Knowledge Network (CPKN). Deputy Chief Anthony Odoardi began his career in 1995 with Halton Regional Police where he worked in all aspects of Operations and Administration. At the rank of Superintendent, Anthony led a number of strategic and innovative police initiatives, including the Public Safety Broadband Network (PSBN). Anthony also provided oversight for special projects including enhancing police response and services for sexual assault survivors and implementation of electronic notes integration for front line officers. In 2015, Anthony served as a Security Commander for the Pan AM Games and currently sits on the Board of Directors for RADIUS Child and Youth Services.In May 2020, Anthony was appointed Deputy Chief with Peel Regional Police, and is responsible for Innovation and Technology Command. Deputy Chief Odoardi hit the ground running by initiating PRP’s Digital Officer Transformation Program with a vision of becoming one of North America’s most progressive and innovative police services through improving the tools and supports available for over 3000 PRP employees. Anthony implemented PRP’s first ever I.T. Strategic Roadmap and Frontline Mobile Strategy.Deputy Chief Odoardi also serves as the Managing Director of the PSBN Innovation Alliance (PIA). The PIA aims to provide a reliable, cost effective and cyber-secure data communication network to all first responders and critical infrastructure partners in Ontario and across Canada.
