This bulletin is distributed on behalf of the Canadian Security Telecommunication Advisory Committee (CSTAC), a public-private partnership between the Government of Canada and telecommunication service providers to exchange information and to collaborate strategically on current and evolving issues that may affect the telecommunications infrastructure, including cyber security threats.
Canadian telecommunication service providers (TSPs) report a growing number of incidents of theft and vandalism that are responsible for service disruptions causing operational resiliency issues and considerable expense. These incidences disrupt 9-1-1 services and place connectivity for entire communities across the country in jeopardy.
Telecommunications networks are part of Canada’s critical infrastructure and are vital to the health, safety, security and economic well-being of Canadians. Access to reliable telecommunication services are essential for Canadians. Acts of theft and vandalism contribute to many service outages that affect telecommunications networks. Copper wire, piping, and other materials are often stolen to be sold to scrap dealers for cash. These acts are not victimless crimes and can have a serious impact on public health and safety. They disrupt emergency 9-1-1 services, and adversely affect hospitals, schools and businesses.
