The Ontario Association of Chiefs of Police (OACP) and Applicant Testing Services (ATS) had an agreement for the past 20 years to have ATS deliver the Constable Selection System (CSS) testing to meet the recruitment needs of Ontario police services. On December 31, 2019, the agreement between the two organizations was set to expire. The OACP made the decision to develop a new on-line Constable Selection System (CSS) in order to respond to the changing needs of applicants and police services. Effective January 1, 2020, the OACP implemented a new on-line system to improve the accessibility and affordability of the process. The new OACP Certificate CSS process is available at www.oacpcertificate.ca.
Throughout 2019, senior police leaders and police recruiters considered options to modernize and improve the CSS. The OACP informed ATS on November 13, 2019 that the association had decided to move toward the development of a new system.
On January 17, 2020, the OACP was made aware that ATS had filed for bankruptcy. The OACP was named as a creditor along with many other groups, including individual applicants who began their certification process prior to the launch of the new OACP Constable Selection System Certificate. Throughout the development and implementation stages of the new OACP certificate process, the OACP took steps to minimize the impact on applicants who might find themselves caught in the transition between the pre-2020 CSS and the new OACP CSS Certificate process.
