The 2023 Drug Recognition and Enforcement Conference will combine road safety professionals from across Canada for a two-day training event with in-person presentations from experts in the field of drug and alcohol-impaired driving detection and prosecution.
The Conference is open to currently certified Drug Recognition Experts, Forensic Toxicologists from Federal and Provincial Government Labs, and Crown Attorneys.
Speakers will cover topics from current drug trends, drug impairment and vision, legal updates, and toxicology trends and issues.
This Conference will satisfy the IACP requirements for the in-class training for DREs and bi-annual certification.

Ryan Hutton created Extract-ED Training, which provides training to law enforcement, prosecutors, and civilian entities on various topics, including marijuana, drug trends, drug impairment, officer wellness, and leadership. He has given presentations on drug impairment for the Missouri Office of Prosecution Services, the Colorado District Attorneys Council, the New Hampshire Office of Highway Safety, the Florida Coalition for Highway Safety, and the National Life Savers Conference. He is the lead Medical Marijuana instructor for the state of Missouri, Missouri Office of Prosecution Services, University of Central Missouri, and Missouri Southern State University. He was awarded Officer of the Year in 2013 by Mothers Against Drunk Driving and Trooper of the Year in 2017, by the Law Enforcement Traffic Safety Advisory Council. |

About Dr. Karl Citek |
Dr. Karl Citek teaches courses in Ophthalmic Optics, Physiological Optics, and Environmental Vision, and supervises student interns in the Low Vision Clinic at Pacific EyeClinic Forest Grove. His current research interests include function and performance testing of alcohol and/or drug intoxication. He is frequently called upon to provide expert testimony on DUI cases throughout the U.S. Dr. Citek is the co-inventor of a patented non-prescription lens design that is currently being marketed by a major sports eyewear manufacturer. Dr. Citek received the Pacific University Faculty Development Award in 2004. He is a Fellow in the American Academy of Optometry. He teaches classes in Physiological Optics, Ophthalmic Optics, Visual Perception, and Environmental Vision. He serves as attending doctor in the College's Primary Care and Low Vision Clinics. He is the Research Coordinator for the Pacific/Nike Research Program. Dr. Citek was a featured presenter (video) on eye movement and intoxication at the 9th annual Mid-Atlantic Regional DUI Conference in Virginia Beach, VA, in March 2008. |

About Doug Beirness |
Doug Beirness has spent his entire professional career conducting research in the area of alcohol and drug-impaired driving. His educational background includes an M.A.Sc. in Addiction Studies and a Ph.D. in Psychology specializing in behavioural pharmacology. He currently serves as a Senior Research Associate with the Canadian Centre on Substance Use and Addiction and is president of Beirness and Associates and Director of the Canadian Drug and Alcohol Research Team. He has served on numerous working groups and committees, including:
Dr. Beirness has been recognized by the International Association of Chiefs of Police Drug Recognition Expert Section as a DRE Ambassador and is the recipient of the Haddon Award from the International Council on Alcohol Drugs and Traffic Safety. In 202, he was honoured with the Lifetime Achievement Award from the Canadian Association of Road Safety Professionals.
